Double Cross (that really is his name) is the failed clone of the Director, though he thinks of himself more as the Director's son than his clone. He has many of the Director's biological quirks, yet he is still different enough that he could never replace the Director like intended. Instead, Double Cross is a perfectly genetically enginered fuckboy, he is loud, obnoxious, and fucks to survive. He is also immortal. Double Cross can be killed an infinite number of times and he will always "respawn" leaving behind a corpse. He dies often, but he doesn't seem to mind, sometimes he does it for attention.
When Double Cross was "born" it became clear to the scientists who were working on the project that the cloning had failed. While DC was close to being what the Director was it wasn't close enough, mainly because he lacked the rapid regeneration that a Director should possess. Upon discovering that the experiment was a failure, the Director ordered to have the clone terminated. That's when it was discovred that Double Cross was immortal. Without any way to terminate the baby they created the scientists, under the Director's approval, opted to experiment further. These experiments only got more rigorous once he was old enough to speak and was able to recount to them about what being dead feels like.
By the time he reached adulthood the novelty of his abilities had worn off and he was treated less as an experiment and more like a pet who has free reign to wander about the facility. Due to the nature of his abilities, he can't be kept in a cell, and while on occassion the Director will have him cryogenically frozen, there is always some good samaritan that will thaw him back out. It's easiest to just let him do what he wants and ignore him, he's harmless.
In fact, the strangest thing about Double Cross to those that know him is that he's harmless. Considering that he spent an entire childhood without any affection or parental guidence and was forced to die over and over, it was generally expected that he would snap at some point, and there were ofen talks amongst the scientists about what should be done in the event that he does turn on them, considering he can't be killed. And yet that day never came. Double Cross is considered benign and his worst offense is that he's just kind of a dick and is a pain to be around. If you were to ask him why he doesn't seek revenge he would tell you it's because he "doesn't give a shit".
Ultimately, it might just be that he's too passive of a person to want to use his powers for anything malicious, even if he might be justified in his actions. Or maybe he's just too stupid to realize what he could achieve. He's much more content wadding up research notes and throwing them into waste baskets and yelling "Kobe!" than anything else. To him, it's everyone else in DDL that's fucked in the head and "you'd have to be a real loser to act the way that some of the freaks in this place act."

DC has deluded himself into a state of extreme confidence, there isn't anything that he believes he's incapable of doing or achieving, and even when he does fail he can find a way to turn it into a win or blame the outcome on something outside of his control. He is almost always in a good mood and it is nearly impossible to get under his skin. If you are able to piss him off, it's not likely that his bad mood will last long and if there's one good thing that can be said about DC it's that he doesn't hold a grudge. He is a surprisingly forgiving person and turns the other cheek to even the worst offenses done against him. He craves attention above all else whether it be positive or negative and goes out of his way to do things to try and get a reaction out of others. The world centers around him and he rarely thinks about how his actions affect other people.
